My young dog has plaque. Is it from his food? Does he need a cleaning?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | 1 year and 4 months old

My dog is just over 1yrs old (Morkie) heeats dry food mixed with Merrick 96 beef because he hates dry food alone. Went to vetco for vaccines she noted some plaque and said to watch it. Based on these pics is this from the food bc it's moist? Should I do dry only? Is this plaque or tartar? He's so young does he actually need a full cleaning with anaesthesia? My actual vet has seen him&never noted anything hes been seen 3x since Jan. Is this severe or minor plaque/tartar?Oh and its only on top row

At this point, he likely does not need a complete cleaning unless he happens to be undergoing anesthesia for another issue. There is some buildup, yet his gums do not appear inflamed. If he will allow, brushing daily with a pet approved tooth paste and toothbrush will slow the progression of tartar build up. Encourage chewing as well to promote healthy teeth and gums.
