My spayed dog is mounting. Is she in heat or did her spay fail?

Pet's info: Dog | Dachshund miniature | Female | 8 months and 14 days old

My little girl Ambar is is sterilized, but I'm not sure if it was well done the sterilization, because she mounts her bed like if she is a male, and my other dog drools a lot,when he smells something from her and him is not castrated,after him have smelt marks all possible territory,I think the sterilization goes wrong and she is on heat,I really appreciate your answer. Mounting isn't a sign that your pet isn't sterilized, but simply a sign of dominance. Females will still produce a small amount of sex hormones from other organs after being fixed. Unless she has a swollen vulva and bloody discharge then I wouldn't presume that she wasn't entirely fixed. However if you are seeing these symptoms as well, then an ultrasound scan to look for an ovarian remnant would be the next best step towards confirming she wasn't sterilized successfully.
