This looks like an ingrown hair and inflammation. This happens occasionally to dogs and it's not serious. It will usually go away on its own in about three weeks. For now, you can help it by placing a towel soaked in warm water over it for 15 minutes a day. Try not to scrub it or poke it, because it can make the problem worse. I hope that helps and this clears up soon.
