My very chesty English lab has spots of dead skin (like sheets of skin) on his chest folds where he is damp to wet a lot of the time. I have shaved it and cleaned it with peroxide. It is not red or hot and does not seem to bother him.

Handsome boy! This is called a skin fold pyoderma, or infection. It is caused by trapped moisture in the folds of skin. You are doing a good job with your treatment. Drying the area is important so bacteria and yeast can't start growing in the moist environment. There are a couple of preventative things you can do. When he is dry before he goes into water if you apply a thin film of Vaseline on his coat in that area it will repel the water and keep it a little drier. The other thing you may try is after cleaning and drying the area apply a small amount of medicated powder to the area, like Gold Bond powder. That will help the area stay dry and prevent infection.
