Poor Tinker ! The scabs could be originating from different problems, it is difficult for me to say exactly which one caused them without a full examination. They could be due to self trauma, scratching of the neck because of pruritus (itchiness) secondary to parasites, allergy or skin infection. They could be wounds secondary to play fight for example. In either case you can bathe the area gently with lukewarm salty water, and dry it afterwards. Remember to keep up Tinker fleas treatment and preventative care. If the wounds don't seem to improve on their own, have Tinker checked over to understand exactly the nature of the problem.
