Why is my dog's belly skin red, itchy, and crusty for months?

7 year old Female pit bull. Spayed at 5 months. Has redness, irritation, itchiness around mammary area. Kind of crusty. Several months in duration. Has one small spot like this under armpit. She scoots to try and itch this.

It looks like your girl has a skin infection of some type. These can be bacterial or yeast infections and can occur for a variety of reasons. Since this has been going on for a few months without getting better, I would have your vet examine her and suggest an appropriate treatment plan. Since it is only one location, they may be able to give you a topical medication for the area or may recommend a medicated shampoo.
