I'm sorry that Sir is so itchy. I would suspect that he has an allergy to food or to something that he is coming into contact with in the environment. It is also possible that he is itchy from mites or fleas. You could treat him with Frontline, which is a topical treatment for fleas and ticks that is available over the counter. You could also try bathing him with a hypoallergenic shampoo (before you apply the Frontline) and see if that helps. I would encourage a visit to the vet if he continues to be very itchy. The vet may do a skin scraping where they take a sample of the skin's surface and look at it under the microscope. They will look for mites and infections such as yeast or bacteria. This way, they can diagnose his problem and be able to treat him appropriately.
