Our Jack Russell terrier puppy is 15 weeks old. He's started urinating frequently. The urine is clear with no strong odor. Is this normal?

Urinary infections are not common in younger dogs, especially in males. Unless he/she has been drinking more water, an increase in urination is not normal. You posted that he was a female in the information but either way I would consult your vet, especially if you notice any straining or blood while urinating.
