This does not look like a bug bite but is probably some type of allergic reaction. If it's only affecting one eye I would be concerned about an insect sting or be worried Lucky may have gotten something in his eye. If it is affecting both eyes it may be an allergic conjunctivitis or an irritant that got into his eyes, like some sort of chemical. Try your best to keep him from rubbing it anymore. If this redness persists throughout the day then I would recommend taking Lucky into the vet to have his eye examined. Excessive scratching of the eye can cause a scratch on the cornea (the outer surface of the eye) and this can be serious.

Hello, poor Lucky. That looks more consistent with an allergic reaction. Other things to consider include a local eye infection. If he is squinting or has any discharge from his eye then I would vote more for an eye problem (either an ulcer or infection). If he is open and comfortable but just scratching, I would be more suspicious of an allergic reaction. You can put a cone on him in the interim so he doesn't hurt his eye, and have you veterinarian look at Lucky to ensure he doesn't have an ulcer or an eye infection. Best of luck!
