My puppy is licking an itchy rash near his penis. What to do?

Hi,Bones is a Rottweiler puppy of nearly 3months of age,I found some rash or scars like thing near is urinary bladder,At first they were small and now are getting bigger...I think it's causing some itchness to him,.He's also licking there ..Please tell me a way to treat it...I provide you with some pics

I am sorry but the pictures are very hard to see. I think making them up close has caused them to be pixilated. I would recommend using a unscented baby wipe around his penis every time he urinates. Sometimes in puppies the urine will scald the tissue around the penis. If the skin is not improving or getting worse I would recommend taking him to the vet incase it is infected.
