What's this soft green discharge on my dog's penis? Is it smegma?

This could be a build up of smegma (mucous build up of genital discharge), although I've never seen it build up to his degree. It doesn't appear to have any characteristics of an actual bladder stone (struvite or calcium oxalate). You could potentially have it analyzed through your vet's lab to see for sure. However, if you notice any increase in urination; excessive drinking or straining to urinate, then it's best to have Bolt's urine analysed and radiographs done to look for urinary bladder stones. I hope that Bolt does well and hopefully this was just an excess amount of smegma that collected there and nothing more. Take care.
