Is it acceptable to scrape tartar off a dog's teeth as it accumulates?

Yes, this a great idea! If your dog will allow you to do this, you can absolutely scrape it off and brush their teeth as needed. Prophylactic dental care is the best way to ultimately avoid the need for future dental cleanings and extractions, particularly in small breed dogs. Glad to see you are planning for the future!
