My dog howls when alone. How to help him cope with separation anxiety?

I have had Scooter for almost 3 years and he was abused before we found him. He is extremely attached to me and to my senior dog. He howls when he is alone and when the other dog isn't there. What can I do about this? My other dog is getting to his final years and I don't want scooter to be distressed when the other dog passes.
