My male cat is lethargic, won't eat, and can't pee. What should I do?

My cat is sleeping a lot and seems to have cut back on food and water and is having trouble peeing and seems like his lower back hurts

This may be an emergency. Male cats can get a urinary tract obstruction which is life threatening. If he is straining to urinate with no output or just dribbling, he should be seen immediately. Pain is another indicator. I would recommend that you take him to the closest emergency clinic right away. If he cannot urinate, you should not wait until tomorrow.
