Help! My anxious dog pees when I raise my voice. What should I do?

Patton is a very anxious dog... If i raise my voice even the slightest, he goes running and hides while he pees himself. How do i help him? Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 28 lbs
