Why is my parrot sleeping, not eating, and tilting its head?

my parrot (eclectus parrot) is sleeping a lot and not eating much. I live in Finland and I think it might be because my apartment is kind of cold but I'm not sure. He also keeps tilting his head down and it's worrying me. What should I do? Pet's info: Bird | Unknown - Bird | Male | unneutered | 2 months and 9 days old | 350 lbs

These are very vague symptoms with multiple causes. If possible, raise room temperature a few degrees to see if that helps. If not, Pablo will need to be physically examined by your veterinarian or an experienced avian vet to diagnose and treat any underlying causes.
