My new rescue cat meows loudly day and night. Is he stressed?

Dear Vet doctor, I brought a 5 months rescue cat from a shelter. He is a ginger cat, and he was with other 10 plus companions. The minute I brought him home, he started to meow in louder voice continuously day and night. He is eating well, and even playing well but definitely not sleeping, a small hiss may wake up to make him meow louder. He eats a lot. He allows me to pet him. But feels shy if i hold him hands. Till last Dec, I had another pet but he had kidney disease and then I cleaned.

It sounds like he may be stressed. I suggest you do some environmental enrichment for him and get some Feliway diffusers for the house.
