Why is my budgie breathing hard, tail bobbing, and acting sick?

My budgerigar has laboured breathing, isn't drinking much and is eating very little. His tail is bobbing when he breathes and his nails are growing abnormally. He is acting very aggravated, how do I help him? Pet's info: Bird | Parakeet | Male
