My dog has a rash on his testicles. Could a rough rug be the cause?

Hello my dog Olaf has a rash on his testicles and i think it’s because there was a rug in his cage that was rough so I took it out but I wanted to make sure that was all it was or if you can give any more advice on this situation.

The redness on the testicles is somewhat outside of what is considered the normal, and the blackness looks most likely like pigment rather than a problem. A physical exam would be needed. The redness and inflammation, if it is not causing your dog to itch and lick and isn't getting worse you can continue to monitor for now. If you feel there isn't any improvement or it is causing your dog discomfort causing licking at the affected area, get him a cone and get into the doctor.
