A bump like this could be an insect bite, a small cyst or other benign skin growth, or potentially a skin tumor. If it has been present for more than a few days or seems to be growing I'd recommend having your vet take a look in person. It almost looks like there is hair coming out of the center - if that is the case it would be more suggestive of a benign skin growth or cyst.
