Dog's red skin, ear buildup, and dandruff: tried everything, what now?

My dog (male, jack russel terrier mix, 4 years) has recently been experiencing redness on his inner back legs, red ears with what looks like buildup of dead skin, and dandruff on the backs of his ears, especially prevalent around the base. We have tried: allergy medicine, changing food, changing bathing frequency and products, and using moisturizing natural remedies on the affecting areas with no success. I clean his ears daily with warm water and the buildup always returns. Any advice? Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 5 years and 7 months old | 47 lbs

Hopefully you will see some results after all this, if not you and your vet should consider putting him on a long term allergy treatment (Atopica or Apoquel).
