My dog's scrotum area is swollen, red, and painful. What's wrong?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 2 years and 2 months old | 14.6 lbs

Over night my dog has developed some redness around his scrotum, this morning he is tucking his tail and acting as if in pain and has some swelling on his bottom he is hobbling when he walks as well and was hollering in pain when I moved his tail to see his bottom I circled the swollen area and you can see the redness and rash like spots.

This could be a hernia or a tumor (benign or malignant) or an infection or sprain. Since your dog appears to be very painful he should be seen by a veterinarian today. He will need pain medicine and treatment according to the diagnosis which needs a hands-on exam.
