My cats fight despite Feliway. How can I stop inter-cat aggression?

Pet's info: Cat | Mixed Breed | Female | spayed | 2 years and 11 months old | 12 lbs

Hi, I am having problems with my cats getting along. They have been together for 1.5 years and still mildly fight, the younger male cat (2) stalks the older female cat (4) and it cause her a lot of stress. She growls when he gets too close and hides in the kitchen cupboard. But then there are time where they will both sleep next to each other on the bed and both lay on my lap touching each other. I have a feliway diffuser, several food/water bowls but I am not sure what else to do. Any advice?

Do you have the Feliway Multicat diffusers? If not, I suggest getting those. It is a different phermone than the regular diffusers. Also, make sure you have the proper number of diffusers per square foot of house otherwise it is not likely to work.
