My dog needs dental work & cardiologist. How to afford vet bills?

Pet's info: Dog | Chihuahua | Female | unspayed | 13 years and 8 months old | 12 lbs

This is not my dog, my friend has little money, her dog has high liver enzymes, decaying teeth, in order to get rid of the decaying teeth, she needs to get approved by a cardiologist. What are some organization or really anything that can give her money or allow payments, so she can get this done for Kuki? It’s been 4 days since Kuki has ate, she has no appetite but she has been drinking.

If paying for a vet is an issue, you can see if your vet accepts payment plans, if there is a low cost clinic in your area, or you can apply for Care Credit online. There is also an organization called Red Rover that give grants for treatment of sick animals, and you can see if you qualify for one of their grants.
