Betta fish chewing slow, losing tail, black spots. Is it fin rot?

Hi! My betta fish is taking more time chewing her food then normal. She has been losing a bit of her tail, so I wonder if it's fun rot. She has black spots on her tail. Please help! Pet's info: Fish | Betta | Female
