Why is my dog's dry cracked nose getting worse after vet treatment?

My dogs severely dry cracked nose is getting worse. The steroid antibiotic the vet prescribed a month ago didn’t help. What is this? He looks miserable :(. Pet's info: Dog | Mixed Breed Large (61lb +) | Male | neutered | 4 years and 9 months old | 85 lbs
