My budgie is weak, can't fly, and getting weaker. Should I see a vet?

My budgie ever since I have had him as a baby is weak, he cannot fly, not that strong, and is fairly small, no muscle really, I have had him for a year now but he is slowly getting weaker, what could it be and is there anything I can do to help? Pet's info: Bird | Parakeet | Male | unneutered | 1 year and 6 months old
