Found kittens with eyes open, no mom. When should I intervene?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 4 years and 8 months old

We just found 2 kittens under our home. They're fussy and we noticed one has their eyes open, and they were moving around somewhat. We are still unsure of their age, however. The mother is a neighborhood stray, and we have not seen her since this morning. How long do we wait until they are assumed "abandoned", and the care falls into a human's hands? Do we leave it all up to the mother cat? Is there anything I can do to help them?

If one has their eyes open, they are at least two and half to three weeks old. They still need their mother at this point, but do not need to be fed as often as a newborn. I would go and get kitten formula and bottles now to be prepared to take care of them. If the mother hasn't returned by tonight, you will need to look after them.
