How do I completely tame my budgies, especially the scared one?

Do you have any tips on how to tame budgies? I've had them for almost a year. One lets me pet him and steps on to my finger sometimes, but I don't think he trusts me completely. The other jumps when ever I move. He runs away when I change their food or water. The techniques I used on the first bird doesn't work on the other. How do I completely tame them? Taming can take time and patience, and in some cases, some birds are never completely tame, especially if they are more closely bonded with another bird in their cage/environment instead of you. I would just keep trying to spend time with both birds, offering treats and interacting with them when you can, and giving them a chance to interact back with you on their own terms. If they don't seem interested in cuddling, offering toys or fun things to play with that you can also watch and enjoy is a way to spend time together as well.
