My male dog has spots on his genital area. Could it be an infection?

Pet's info: Dog | Cavalier King Charles Spaniel | Male | neutered | 10 years and 4 months old | 21 lbs

I submitted a question 2 days ago and have not received an answer yet. My dog Rebel has these spots on his genital area. I can get a little bit of them off with either rubbing alcohol or peroxide on a cotton ball but, it's very very little. It's not dirt and the spots are not raised. Though I know this is not life the right name I still lit appreciate an answer as soon as possible as I submitted it over 2 days ago. Thank you!

This presentation could be due to localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths twice daily for the next 3 days. Buster collar may be useful as well to avoid any licking (if any).
