My dog has itchy rash spots on his belly. Is it just allergies?

Charlie recently developed 3 separate rash spots on his belly, and I’m wondering if there’s reason to be concerned or if it’s just allergies? They have been itchy, but he can sleep through the night without waking up to itch them. He was previously on sensitive skin and stomach food from prior history of allergies which helped significantly. Within the last year he had to switch to bladder diet food due to oxalate stones. No obvious signs of infection or pain. One has small raised circle. Pet's info: Dog | Beagle | Male | neutered | 12 years and 8 months old | 35 lbs
