Would you say this requires a dental? Extractions? Or is the gingivitis reversible with treatment? The dark line looks suspect to me

The severety of the gingivitis and the tartar warrant a dental cleaning under anesthesia. Most of the tartar here would be under the gingiva on the neck of the tooth and you would not see it unless you probed deeper underneath the gums. The gingivitis will subside after the tartar is removed and any rotten or damaged teeth are removed. After the teeth are pearly white again you should brush your dog's teeth regularly to delay further onset of tartar and inflammation.
