My senior cat has scabs, fleas, losing weight; can't afford vet?

Hi, Our cat is around 12/13. She's got like little scabs all over. She's always had a flea problem. We've always had her treated regularly at the vets and bought treatments from the supermarket, but she's looking quite thin, frail and scraggy now, although she's eating a lot and has got a good appetite and we've used a dry shampoo on her.
