A female dog can lactate and not be pregnant if she is experiencing a false pregnancy. I would recommend having her checked again by your vet if she isn't eating as well to make sure she isn't having a pyometra (infected uterus) event. I am not sure what hormones your vet said she was short in? Please clarify this in another post if needed. If she experiencing a false pregnancy, then you have to let it run its course. She will go back to normal after a few weeks. If she isn't eating however, get her seen and treated for any other underlying issues. You can also try offering her other types of food or even canned food that is more appetizing. Its also best not to touch her engorged mammary glands as this will only stimulate more milk let down.
