This could be a bacterial dermatitis and needs to be treated by your veterinarian. Your pet doctor will examine this , may want to take a swab and look at the material won under the microscope to determine what type of bacteria (or possibly fungi are causing this pustular dermatitis. He will prescribe a shampoo and/or oral medications to hopefully clear up the skin condition.
