Dog has black growth inside penis, vets can't diagnose. What now?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 2 years and 6 months old | 6 lbs

My dog has a black blister like thing on the inside of his penis, we have taken him to the vets multiple times but they keep giving us different answers. First it was harvest mites then she didnt know, im concerned for my dog.

Thanks for using Petco Pet Education Center, formerly Petcoach! Given that no diagnosis has been reached, I think at this point it is crucial to obtain a biopsy or at least a fine needle aspirate of this. This could in theory be a growth in that region or it could even be a normal pigmentation change. I recommend that you discuss with your veterinarian further diagnostics like a biopsy.
