Why is my dog scratching constantly and has red, irritated skin?

My grandmas dog has been scratching like crazy. And her elbows are turning extremely red.. we dont know why.

Poor Zoey. It may be that she has some allergies causing her scratching. Wiping down her belly and legs after she goes outside may help by removing any dust of pollen. Using a medication shampoo such as Duoxo Calm can help decrease the itching.
