Cats can rest for up to four to six hours between kittens, but I would be concerned that the heavy breathing could be a sign of pain or that she may still be in active labor. Cats should not be in obvious pain during labor, and if they are having active contractions or actively pushing without producing a kitten within 30 minutes it is considered an emergency. Occasionally a kitten can become stuck, and sometimes medication or even surgery is necessary. If you don't think she seems painful, she doesn't appear distressed and you are confident she is not having contractions or pushing you could wait another hour or so, but otherwise you should head to an emergency vet.
