My puppy has red eyes and seems anxious. What should I do?

I have a blue healer puppy. I have concerns about him including redeyes, and frequent panic attacks. I’m not sure what causes the red eyes or if these are really panic attacks. My puppy is usually lovable and will randomly seclude himself and pant violently. Pet's info: Dog | Blue Heeler | Male | unneutered | 13 lbs

Hi there and thank you for your post! Based on your description, the red eyes could be due to allergies, an eye infection or anxiety.
