Poor Jake! You can try using a topical cortisone spray labeled for dogs on the area every few hours to help reduce the irritation. If he is constantly licking it and making things worse, you may also need to get an e-collar (plastic cone) for him to wear until the area heals. If the spray doesn't help, I would recommend having your vet take a look at the area - he may need prescription medication such as a steroid and/or antibiotic if the irritation is severe.

Poor Jake! I would give him an oatmeal bath, which will help soothe the razor burn. You can put an Ecollar on him to stop him from licking the area, which can lead to infections. Ecollars can be bought at pet stores or you can make one at home. I would have him seen by a vet as well, as he may benefit from topical medication to treat the burn. http://dogsaholic.com/care/homemade-dog-cone.html
