My cat won't stop scratching her face around her eye mostly I have checked for fleas and such and nothing

Place an e-collar (cone) on her to prevent further scratching. This alone may be enough o allow any healing. If not, have by your veterinarian to diagnose illness or injury. If her eye(s) appear red, swollen or have discharge then have her examined sooner rather than later.
