It sounds like your pup has roundworms, and that would cause him to be constipated. He will need a deworming treatment. I recommend giving him Panacur. You can get it OTC. He will need another deworming treatment two weeks after the first to kill all the worms, and after that, he should receive a deworming treatment every month until he is six months old, and then one every three months after that.
