I am currently catsitting for a friend. Lu (the cat) used to live in a big house but as the previous catsitters were not taking care of him right, he came to my apartment. A month as gone by and he is starting to stress, he was used to go outside everytime he wanted but now I live in the fourth floor and next to a highway. It's just to dangerous. His level of stress is getting high, to the point of meowing in a high pitch and spraing urine all over the house. I don't know what to do to help.

You could try some Feliway spray or diffuser and see if that helps. Otherwise, an anti-anxiety medication, like Prozac or Trazodone, may help. Talk to his vet about prescribing some medications to help relieve his stress. http://www.feliway.com/us/#redirected
