My cat is stressed, meowing loudly, and spraying. How can I help?

I am currently catsitting for a friend. Lu (the cat) used to live in a big house but as the previous catsitters were not taking care of him right, he came to my apartment. A month as gone by and he is starting to stress, he was used to go outside everytime he wanted but now I live in the fourth floor and next to a highway. It's just to dangerous. His level of stress is getting high, to the point of meowing in a high pitch and spraing urine all over the house. I don't know what to do to help. Pet's info: Cat | Mixed Breed | Male | unneutered
