Breathing fast, twitching and vocalizing are all normally seen when dogs/puppies are sleeping. This is not a concern as long as he is normal when he is awake. Seizures will happen when they are awake. One distinguishing feature between seizures and sleeping, is that the dog cannot be woken from a seizure; they can be woken up from the dreamlike state where they move and vocalize. If you happen to notice him do this when he's awake and are concerned about him having a seizure, then I would recommend taking him to a vet as soon as possible. I hope that helps and all is well with Bailey.
