My dog's eyelids are swollen despite vet visits and meds. What now?

Pet's info: Dog | Pomeranian | Male | neutered | 5 lbs

We have been to the vet once already for this eye problem. She did the dye test and there is nothing in them and no damage. In fact the eyes themselves are perfectly fine, just his eyelids are a swollen mess. Any ideas? We have been on antibiotics oral, eye drops, and allergy meds for a week now with some improvement, but it is still there for sure. We have another appt next Wednesday.

Place an e-collar (cone) on him to prevent further pawing or rubbing. Discuss allergy testing, hydrolyzed diets and food elimination trials with your veterinarian. A different antihistamine or different antibiotic may be more effective as well.
