Why does my 8-month-old cat have small, painless lumps on his neck?

My cat is about 8 months old. He as some 2 small lumps either side of his neck. They don’t seem to hurt him when I touch them. There under the skin so a photograph won’t show the lump. Pet's info: Cat | Domestic Shorthair | Male | neutered
