My puppy has itchy bumps under her fur. Is it her food or shampoo?

Dakota has developed some “bumps” like a rash under her fur and I’m wondering what is most likely the cause? We are still using “puppy” food and shampoo and we are wondering if one of these is causing the issue. She is itching and it is clearly bothering her. Pet's info: Dog | Mixed Breed | Female | spayed | 1 year old | 22 lbs
