Any clue what's going on? Her eye has been like this for weeks now. She's scratched it and liquid comes from it. My husband says it's not actually her eyeball but something else. But not sure.

I cannot tell you exactly what is going on with the eye because I cannot see the actual globe of the eye (the eyeball). I can tell you though that this is serious. The eye is swollen and looks very painful. She could have anything from a scratch on the cornea to a ruptured globe to glaucoma or a very severe conjunctivitis. If it has not resolved after weeks then it is not going to resolve on it's own. She needs to see a vet for this issue. If this was your eye I'm sure you would want to see a doctor so you could feel better. Ocular diseases/injuries are extremely painful. The sooner you can get her in to see the vet the sooner she will get to feeling better. I am worried the eyeball may be ruptured based on your description :( I personally would consider this an emergency.
