That looks like a papilloma wart. It appears as though she has scratched or licked or irritated it. I always recommend a vet exam if an abnormal mass appears on the skin. I cannot diagnose over the internet with just a photo. An in-person exam (and sometimes testing) is needed to know for sure. I am just giving you my best guess based on the photos. While you are waiting to get her to the vet I suggest you apply a thin layer of Neosporin to it 2-3 times per day. if she is licking it you need to get her an E-collar (cone) to wear so she will stop that behavior. https://www.petco.com/shop/en/petcostore/product/dog/dog-health-and-wellness/dog-ecollars/contech-procone-soft-recovery-collar Hope this helps.
