Why is my neutered cat peeing outside the box and acting sick?

My 9 month old cat was neutered about 3 months ago. He has since started peeing outside the litter box. I've tried various ways to stop him..its a very dark yellow and thick. He constantly eats and drinks and is not his usual playful self. He has also become extremely clingy towards me. Pet's info: Cat | Mixed Breed | Male | neutered | 8 months and 21 days old | 6 lbs
